Steps:
- Cook and stir steak and onion in hot oil in large skillet on medium-high heat until steak is evenly browned.
- Add Potatoes, milk and 2-1/2 cups hot water. Bring to boil. Reduce heat to medium-low; simmer, uncovered, 12 to 15 minutes or until potatoes are tender, stirring occasionally.
- Stir in Cheese Sauce and Bacon until well blended.

- Scrub and pierce potatoes; place on a microwave-safe plate. Microwave, uncovered, on high for 15-17 minutes or until tender, turning once., Meanwhile, in a large skillet, cook peppers and onion in butter over medium heat until tender. Stir in roast beef; heat through. , Cut an "X" in the top of each potato; fluff pulp with a fork. Spoon meat mixture into potatoes; sprinkle with cheese. , Combine mayonnaise and horseradish; spoon over tops.

- Heat oven to 450. Bake the potatoes on a dark nonstick baking pan for 20 minutes or until crisp and golden brown.
- In a large nonstick skillet, sauté the pepper and onion until browned. Remove from pan and set aside.
- In a large nonstick skillet, sauté the shaved steak until just browned.
- Place the potatoes in a 9x13 casserole dish. Spread the onion and pepper mixture evenly over the potatoes and top with the shaved steak.
- Sprinkle the cheese evenly over the steak. Bake until cheese is lightly browned, about 15 minutes.

5-Ingredient Fix Contest Entry. I lkie this recipe because it reminds me of hash that I've come to love, especially for breakfast. And since I first heard of the Philly steak sandwich, which I have never tasted the authentic Philly, I learned how to make my version of the Philly a few years ago. Plus I'm a meat and potatoes and cheese lover, so this dish is perfect for me!

- Remove steaks from freezer and let thaw for at least an hour. The meat will be a lot easier to cut thin if partially frozen. To prepare steak, using a very sharp knife, cut steak at an angle into thin slices and then chop again into smaller pieces, sort of like stir-fry but smaller. Set aside for later use.
- Rinse red bell pepper, and cut into a coarse dice. Peel onion and chop into a coarse dice. Set aside.
- Prepare hash browns according to package directions, except break hash browns up rather than make into a patty. You want them to be nice and brown. When hash browns are done, remove from skillet and set aside.
- Add a tad bit of oil to the same non-stick skillet used to cook the potatoes. Sauté the chopped red pepper and onion together for 2-3 minutes or until the onion starts to caramelize. Add the chopped steak to skillet and continue to stir-fry until done, about 4-5 minute more. Return hash browns to skillet with meat, onions, and peppers and toss together over low heat until well incorporated.
- Remove lid from Cheez Whiz jar and heat in microwave for 45 seconds. Pour about half of the Cheese Whiz over steak and potatoes. Serve immediately.
- Recipe makes 4 - 6 servings.

- Poke holes in the potato with a fork, then cook in the microwave using the baked potato setting until potatoes are soft and cooked through (about 8-10 minutes on high for 4 potatoes). If you don't have a microwave, bake about 45 minutes at 400°F.
- Meanwhile, slice beef into thin strips. Season with salt, garlic powder and fresh pepper to taste. Heat a large skillet over high heat. When the skillet is very hot, spray with cooking spray and add half of the beef. Cook one minute, then turn steak and cook an additional 30 seconds. Set aside in a large dish.
- Spray the skillet again and when it gets hot add the remaining steak, cooking one minute, then turning and cooking 30 seconds more. Add remaining steak to the dish.
- Return skillet to heat and spray once again with cooking spray; add onions and peppers and season with salt and pepper. Cook one minute, then turn and cook an additional 1 to 2 minutes or until onions are golden. Set aside with steak.
