MUSSELS, CLAMS AND SHRIMP WITH SAFFRON RISOTTO AND GREEN OLIVE RELISH

- Bring stock and saffron to simmer in medium saucepan. Remove from heat; cover to keep warm.
- Heat olive oil in heavy large pot over medium heat. Add shallots; sauté until tender, about 2 minutes. Add rice and garlic; stir 1 minute. Add white wine and stir until absorbed, about 2 minutes. Add 1/2 cup saffron stock and simmer until absorbed, stirring frequently. Add remaining stock 1/2 cup at a time, allowing stock to be absorbed before adding more and stirring frequently until rice is cooked halfway, about 10 minutes. Add clam juice, mussels, littleneck clams, shrimp and chopped tomatoes. Cover and simmer until rice is tender, mussels and clams open, shrimp are cooked through and liquid is absorbed, about 10 minutes (discard any mussels and clams that do not open). Divide seafood and saffron risotto equally among 4 bowls. Sprinkle with sliced green onions. Garnish with lemon wedges. Serve, passing Green Olive Relish separately.
RISOTTO MARSEILLE-STYLE
This recipe incorporates the components of a bouillabaisse into a risotto. The broth used to gradually soften the rice is seasoned with saffron, fennel and garlic, as it would be for the Marseillaise fish stew. The garlic mayonnaise, aioli, adds a finishing touch of sleek richness. As for the specifics of the seafood, I've used mussels, scallops, monkfish and shrimp, the last added at the very end to avoid overcooking. In place of monkfish you might consider halibut, tilefish or Alaskan black cod; clams could replace the mussels, and chunks of lobster could also be added. But salmon does not belong in this crowd.

- Place 1/2 cup wine in a 2-quart saucepan, add the mussels, bring to a simmer and cover, leaving the lid slightly ajar. Steam the mussels until they open, about 4 minutes. Remove the mussels with a slotted spoon to a bowl. Add the fish stock and saffron to the mussel liquid in the saucepan and bring to a simmer. Stir in 1 tablespoon lemon juice, season with salt, remove from heat and set aside. Shuck the mussels and place meat in a dish, covered. Discard the shells.
- Mix 3/4 teaspoon garlic, the remaining tablespoon lemon juice and 1/2 teaspoon of the Espelette pepper into the mayonnaise. Set aside.
- Heat the oil on medium in a 4-quart sauté pan. Add the remaining 1 1/2 teaspoons garlic and the fennel to the pan and cook on medium-low until the fennel is soft but not brown, 5 minutes or so. Add the rice and cook, stirring, a few minutes, until the rice becomes opaque. Add the remaining 1/2 cup wine, the tomato paste and the remaining 1/2 teaspoon Espelette. Stir and cook on medium until the liquid is absorbed, a few minutes.
- Strain the fish stock mixture into a 2-quart saucepan and bring barely to a simmer. Add 1/2 cup of the stock, stirring, to the rice; when it has been absorbed, add another half cup. Continue adding stock until there's only about 1/2 cup left and the rice is nearly tender, 15 minutes or so. If you need more liquid you can add a little water. Season to taste with salt and more Espelette if desired. Fold in the mussels.
- Add the remaining stock and tuck the monkfish and scallops into the rice. Stir gently and cook for about 3 minutes until the fish and scallops are nearly cooked through. Tuck in the shrimp. Cook another minute or so, until the shrimp are just done. Remove from heat. Check seasoning. Divide the risotto among 4 soup plates or dinner plates. Top each with a dollop of garlic mayonnaise and serve.
MUSSEL RISOTTO
I usually keep a good supply of arborio rice on hand for risotto, but on the day I first decided to make this I had just about run out. So I cooked up some short-grain brown rice and stirred it in toward the end of cooking, and what resulted was a wholesome mixed-grains risotto. You won't get the creaminess if you use all brown rice (and it will take forever), but if you want some whole grain, use the combination option.

- Clean the mussels. Inspect each one carefully and discard any that have opened (if some are partly open, tap them with your finger, and if they close back up they are O.K.) or have cracked shells. Place in a large bowl, fill the bowl with cold water and rinse several times, swishing the mussels around in the water, pouring out the water and refilling. Clean the shells, if necessary, with a brush or the end of one of the mussels, and pull out the beards - the hairy attachments emerging from the shells. Do not do this until just before cooking, or the mussels will die and spoil.
- Combine 1 cup of the wine and the 3 cups of water in a large pot or Dutch oven. Add the sliced onion, the crushed garlic cloves, the thyme and parsley sprigs, and the peppercorns and bring to a boil. Add the mussels, cover the pan and cook until the mussels have opened, about 4 minutes. Stir the mussels halfway through. Using tongs, transfer the mussels to a bowl, holding them over the pot first so any liquid in the shells will drain into the pot. Discard any that have not opened. When they are cool enough to handle, remove the mussels from their shells.
- Line a strainer with a double thickness of dampened cheesecloth, place over a saucepan and strain the broth from the mussels. Add more water or stock to make 6 cups if using 1 1/2 cups arborio rice. (You will have enough if using 1 cup arborio.) Bring to a simmer over medium-low heat. Taste and season as desired.
- Heat the olive oil over medium heat in a wide, heavy nonstick skillet or a wide, heavy saucepan. Add the finely chopped onion and the celery and a generous pinch of salt, and cook gently until the onion is just tender, about 3 minutes. Do not brown.
- Stir in the arborio rice and the minced garlic and stir until the grains separate and begin to crackle. Add the remaining 1/2 cup wine and stir until it is no longer visible in the pan. Add the tomatoes and saffron and cook, stirring, until the tomatoes have cooked down slightly and smell fragrant, about 5 minutes.
- Begin adding the simmering stock, a couple of ladlefuls (about 1/2 cup) at a time. The stock should just cover the rice, and should be bubbling, not too slowly but not too quickly. Cook, stirring often, until it is just about absorbed. Add another ladleful or two of the stock and continue to cook in this fashion, adding more and stirring when the rice is almost dry. You do not have to stir constantly, but stir often. When the rice is just tender all the way through but still chewy, stir in the mussels and any juice that has accumulated in the bowl, the cooked brown rice, if using, and the peas. Taste now and adjust seasoning. Stir in another ladleful of stock and remove from the heat. The mixture should be creamy (add more stock if it isn't). Serve right away in wide soup bowls or on plates, spreading the risotto in a thin layer rather than a mound.

- Steamed Mussels: Simmer all ingred except mussels for 2 minutes. Add mussels, cover pot and steam over high heat until mussels open, about 4 minutes. (Discard mussels that do not open.) Remove mussels from shells, Strain liquid in pot through double thickness of wet cheesecloth and reserve for risotto.
- Risotto: Saute onion in butter over med-low heat in heavy suacepan until lightly colored but not browned, about 2 minutes.
- Meanwhile, combine strained mussel stock and enough chicken stock to make 5c and heat to bare simmer. In seperate small pan, boil saffron in 1/2c of the stock to dissolve. Set aside.
- Raise heat under onion to medium, add wine and allow to evaporate. Add rice and cook 3-4 minutes, stirring to coat thoroughly.
- A half cup at a time at first and less later, add simmering stock to rice, stirring constantly. When rice has nearly absorbed each portion of stock, add another. After 14-15 minutes, add saffron with its hot stock. Rice should be cooked to desired firmness in 18-20 minutes, and 4-5c of the stock will be needed. Remove from heat and salt and pepper to taste. Stir in mussels. Sprinkle with parsley and serve.

- To make the mussel and saffron stock, put the mussels and 250ml (1 cup) water into a saucepan. Place the pan over high heat with a lid on until the mussels begin to open, then remove from the heat. Strain the liquid to remove any grit from the mussels and reserve this juice. Remove the meat from the shells when cool and discard the shells. (Discard any mussels that do not open.)
- Heat the olive oil in a large, heavy-based saucepan and add the onion, leek, fennel and garlic with a little sea salt. Cook over a medium heat until soft but not caramelised. Add the reserved mussel juice, chicken stock, tomato and saffron (and its soaking water) and bring to a simmer, skimming off any impurities, for 15 minutes. Remove the pan from the heat and pass the stock through a food mill or coarse sieve, forcing as much through as possible.
- To make the risotto, melt half the butter and with the oil in a large saucepan. Add the onion and garlic and cook slowly until translucent. Add the rice and stir to coat all the grains in the butter, then cook for 30 seconds. Pour in the wine and allow it to reduce completely, then add the mussel and saffron stock (you'll use about 4 cups), ladle by ladle, stirring all the time and allowing each ladle to be absorbed before you add the next. Continue this for 15-18 minutes until the rice grains are soft but with a firm bite.
- With the last two ladles of stock, add the mussels. Remove from the heat and add the parmesan, remaining butter, some salt and pepper and the chopped parsley. Check the seasoning, rest the risotto for a minute, then serve straight away.

- Steam the mussels open with a little white wine in a pan covered with a tight-fitting lid. As they open, remove them to a bowl and reserve the liquor. Once cool, remove the mussels from the shells and set aside while the risotto cooks.
- In a heavy-based pot, gently cook the onions and garlic in butter until very soft and pale golden.
- Add the rice and stir until the grains are well coated. Now add the saffron threads and half-cup of wine and cook, stirring until the wine has almost completely bubbled down.
